In the past, multiple addresses per parcel were stored by cutting a small section out of a parcel and addressing it differently.
These all turned to garbage eventually, with the extra addresses getting overwritten and many cutouts acquired the prop id of a nearby but completely different parcel.
Now all addresses are stored in the City_Addresses and CountyAddresses point layers. Parcels can be addressed with the range, if any, using LO_ADDRESS, HI_ADDRESS, and the situs fields.

Cleanup Process[edit]

I ran a frequency on PROP_ID to identify parcels with more than one part. Many of these are shown in DCAD's parcels as being multipart, in which case they're ignored.
I started with the highest frequency and worked my way down, merging cutouts back into the full parcel and editing City_Addresses as needed.

The records are sorted by descending frequency then by ascending propid.
Current Progress: (100%)

Other Aberrations[edit]

These are things besides cutout addresses that struck me as wrong and merit further investigation.
