Boundary of city limits including the areas that have non-annexation agreements in effect. The non-annexations are attributed with the end date of the agreement e.g. "NAA 8/1/20"
Most changes to this layer are the result of redrawing parcels and then updating this layer and the annexation layers to fit the newly accurate parcels.
