This dataset was made to provide layers for a fire dept. customized map on the map portal. Some of the layers are new to the database (evacuation routes, tier 2 facilities, staging areas), several are buffers of those or existing layers, and some are reworkings of data already in the database (clustered_dwellings, special_needs_facilities).
They aren't all strongly related beyond their use in the same map.
